FALMOUTH EDIC EXECUTIVE SESSION MEETING:  July 17, 2018

8:35 am* MOTION: Moran made a motion to move into Executive Session in respect to the consideration of a grant application to Mass Development to fund a co-working space, mixed-use facility. Bartlett 2nd. Roll Call: Aye Brooks Bartlett, Aye Paul Burke, Aye Michael Galasso, Aye Susan Moran, Aye Chris Land. All in favor. Motion passed.

8:35 GRANT APPLICATION TO MASS DEVELOPMENT

  • Galasso directed the board to the grant application from Mass Development.

  • Galasso reminded the board that a co-working space building has been discussed many times in the past by this board.

  • Mass Development is offering two grants: 1. A grant up to $250K if there was an existing building to be outfitted for a co-working space. 2. A seed grant for $25K that would need to be matched dollar for dollar for a feasibility study to see if there is demand and need for this facility.

  • The seed grant application is due this Friday, July 20, 2018.

  • Galasso offered to complete the application with assistance from Broderick.

  • Galasso advised there is one co-working facility in Hyannis – the only one he is aware of.

  • Galasso thinks this is an incubator for small businesses that need a space to operate.

  • Mass Development met with the Falmouth Town Manager and expressed their encouragement for a grant application from and for Falmouth.

  • If the application is approved, the next step would be to retain a consulting company to study the Falmouth market and provide a detailed recommendation for a co-working space facility.

  • Galasso believes the EDIC would be eligible for the $250 grant to develop a facility when the applications for this part of the grant next year.

  • Moran inquired about the EDIC financial position to be able to fund this study. A conversation about income/revenue to the EDIC ensued.

  • Galasso suggested there may be some developable buildings in the Tech Park that could be used for a collaborative workspace.

  • Galasso advised that he spoke with Beth Colt, owner of Quicks Hole Inn & Tavern regarding this subject. She expressed interest in a co-working space for a commercial kitchen and supports the EDIC’s application for the feasibility study grant.

  • Moran made a motion that if the EDIC application for the Mass Development seed grant is approved for $25K, the EDIC will match and fund no more than $12.5K in total for a feasibility study for a collaborative workspace, specifically looking at locations that the EDIC is currently involved with, as well as a commercial kitchen concept. Michael Galasso will complete the Mass Development seed application on the Falmouth EDIC’s behalf. Bartlett 2nd. All in favor. Approved.
