A quorum was established. The Vice Chair called the meeting to order.

8:31 Cape Cod Commission: Robert Mascali, Commission Member

  • Mr. Mascali is Falmouth’s representative of the CCC.

  • Mr. Mascali stated the CCC Act was signed in 1990 by Governor Dukakis, to prepare and oversee the regional land use policy plan. One of the major functions is to review and regulate developments of regional impact (DRI’s); developments that meet certain minimum criteria i.e. size, location and character, etc.

  • There are 19 CCC members, one for each Cape Cod town and 40 supporting staff members. Most of the work is done in sub-committees.

  • Mr. Mascali reported he is on the sub-committee for the Twin Brooks - Scutter Avenue development; 312 apartments are proposed for this development; which ultimately approved moving forward with a negotiation for a development agreement.

  • Other projects the CCC has been involved include expansion of the CC Hospital and a development of 270 apartments in the Wilkens area behind Home Depot in Hyannis.

  • Projects in Falmouth that are upcoming but have not yet been filed with the CCC include the Kimco - Falmouth Plaza Project, the YMCA on Brick Kiln Road, the Solar Farm at the CC Country Club and the Growth Incentive Zones in Falmouth.

  • Two of the major CCC initiatives are fresh water and housing. The CCC received a $2.5M grant to engage stakeholders to develop an action plan protect and restore Cape Cod’s fresh water resources and to develop a regional housing strategy.

  • Mascali reported CCC created an updated pond atlas, citing there are 890 fresh water ponds on CC, encompassing 11,000 acres of land, 4% of the total acreage on CC. 20% of Cape Cod consists of ponds and pond water sheds. Two of the largest ponds are in Falmouth: Long Pond and Coonamessett Pond.

  • Falmouth was recently selected for a low-lying roads assessment; part of a $200k grant program through the Mass Municipal Vulnerability Program. After assessment, Falmouth will receive free conceptual designs and estimated costs for alternative solutions for 2 of the roadway segments.

  • The CCC completed a child care and early education assessment. Results were reported.

  • The board conversed and inquired about various affordable housing issues, opportunities and funding for Falmouth and Cape Cod.

  • Galasso asked that the CCC investigate development opportunities at the Falmouth Tech Park.

  • MOTION: Patterson made a motion to approve the September 13, 2022 Public Session Board Meeting Minutes. Merryman 2nd the motion. All in favor. Motion approved.

  • MOTION: Patterson made a motion to approve but not release the September 13, 2022 Executive Session Board Meeting Minutes. Merryman 2nd the motion. All in favor. Motion approved.

9:01 FINANCE
Kevin Holmes

  • Holmes referred to the September financial reports. The Balance sheet remains in a static position. The bulk of assets are in cash balances. The money market rates have increased which will earn the EDIC a little more interest income going forward.

  • Holmes reviewed the October warrant, reporting all expenses were ordinary.

  • The board discussed potential income opportunities related to a potential affordable housing development. Holmes reminded the board that the EDIC was not in a strong financial position to finance any cash draining projects; citing it will be important that a pro-forma cash flow analysis and forecasting is completed prior to committing to any new projects.

  • MOTION: Holmes made a motion to approve the October 11th, 2022 warrant in the amount of $16,854.35. Feronti requested the paragraphed warrant amount to be updated to include the invoice additions. Patterson 2nd the motion. All in favor. Motion approved.

  • Galasso requested the EDIC attempt to retain Falmouth vendors/contractors when possible.

9:08 PRIORITY PROGRAM UPDATES

Falmouth Station Update

  • Board discussed the signatory authority for the upcoming vendor contracts in regards to the CPC funded Falmouth Station masonry project. The board asked that Lingafelter investigate Procurement signatory requirements for this project.

  • Galasso noted he will abstain from any future discussions regarding Kenny & Keenan as he has a professional relationship with them.

  • Patterson noted the board should have a dollar amount prior to approving contracts.

  • The restriping of the Falmouth Station parking lot lines is scheduled for this evening, after being postponed from last week due to the weather.

EDIC Annual Report for Town of Falmouth

Broderick advised that the 2022 EDIC Annual Report was submitted to the Town last week. She emailed the submitted report to the EDIC board members.

9:13 New Business, Agenda Items or Guest Speakers
The EDIC 2023 budget review retreat is scheduled for Nov. 11th at 11:30am at the Falmouth Chamber of Commerce. Feronti requested an agenda for this meeting be done by the Nov. 8th EDIC board meeting.

9:15 ADJOURNMENT (Executive Session Postponed)
MOTION: Galasso made a motion to ADJOURN the Public Session meeting. Patterson 2nd. All in favor. Motion approved.
